Agroterrorism Preparedness and Response

A major agroterrorist attack would have substantial economic repercussions, especially when allied industries and services — suppliers, transporters, distributors, and restaurant chains — are taken into account. The fiscal downstream effect of a deliberate act of sabotage would be multidimensional, reverberating through other sectors of the economy and ultimately impacting the consumer.

Aside from economic considerations, a successful bio-assault against the agricultural sector could also undermine the public’s confidence in, and support for, the government. The mechanics of dealing with an attack — especially the potential need for mass animal slaughter to contain a major disease outbreak — could certainly generate public criticism (as it did during the 2001 foot and mouth epidemic in the United Kingdom).
Beyond the immediate economic and political impact, such attacks could also elicit fear and anxiety among the public. This would be particularly true in the event of a public health scare resulting from foodborne outbreaks or the spread of animal pathogens contagious to humans.

Response to Bombing Incidents (AWR-230)

The Response to Bombing Incidents, Residential (RBI) course trains emergency personnel of all disciplines to respond to the growing number of bombing incidents across the United States.

This course guides participants through bombing response challenges, bombing threat response considerations, including evaluating threats when making evacuation vs. shelter-in-place decisions, and response priorities following the immediate aftermath of a bombing.

Drone Assessment and Response Tactics (AWR-407)

The DART course provides emergency personnel with the knowledge and skills necessary to detect, identify, track, assess, respond, and report Unmanned Aircraft Systems (UAS) activity.


Participants are presented with information on the current UAS criminal and terrorist threat, analog and electronic UAS detection techniques, and response tactics to address this threat.

Surviving Bombing Incidents for Educators (PER-393)

The SBIE course provides school personnel with the skills necessary to perform critical life-saving actions in the immediate aftermath of a bombing incident, a critical moment where those who wish to help can perform life-saving actions to sustain life prior to the arrival of medical personnel.
 

Participants are presented with lectures, discussions, and demonstrations of the hazards and injuries associated with bombings; these activities culminate in a series of performance-based exercise designed to allow course participants to practice life-saving measures.

Initial Law Enforcement Response to Bombing Attacks (AWR-235)

The ILERSBA course presents information on suicide bomber recognition and appropriate response categories, including tactical response. This course is designed to prepare law enforcement officers to recognize the threat of an active suicide bomber through the recognition of Suicide Bomber Improvised Explosive Device (SBIED) components and suicide bomber behavioral indicators. The course provides multiple response strategies to effectively interdict a suicide bomber. Additionally, the ILERSBA course teaches law enforcement officers how to establish response priorities when responding to a suicide bombing post–blast scene, given the unique hazards associated with such an incident.

The Response to Suspicious Behaviors and Items Course provides participants with a foundational introduction to recognizing and responding to suspicious behaviors and activities related to terrorist or criminal activities. This course also highlights what to do when encountering and unattended or suspicious item and to whom to report it.

The Bomb Threat Assessment for Decision Makers Course introduces the participant to types of threats, the threat assessment process, and the implementation of a Bomb Threat Management (BTM) plan. It provides activities for participants to apply specific portions of the risk management process and their newly acquired knowledge about BTM procedures to develop a risk assessment of a bomb threat.

​The Improvised Explosive Device (IED) Construction and Classification Course provides an overview of the various components required for IED production. The course is designed to provide foundational knowledge about the construction and classification of IEDs, including their function, components, classifications, and how they are constructed. This module delves into the details of the Law Enforcement (LE) Use of UAS Detection Technology. Participants will learn about the inception of the programs and the tenets by which the programs were effectively developed and sustained – including the establishment of Missions, Plans, and Procedures. Public relations will be highlighted – including that with the general public, the media, and the court systems. Officer training and certification and UAS operator interactions will be detailed. Participants will be introduced to several different cases that the Programs have handled as the primary responders or in conjunction with other law enforcement units. Participants will see in detail the ways in which the programs utilize their personnel and assets and the way in which personnel and assets are geographically placed to carry out UAS and C-UAS deployment at various, actual large-scale events.

On July 7, 2005, at approximately 8:50 a.m., a series of bombs exploded on three London Underground trains. One hour later, a fourth bomb exploded on the upper deck of a bus in Tavistock Square. The attacks — the work of four suicide bombers — marked the deadliest bombings in London since World War II and the first suicide attacks in modern Western Europe. The response of London's emergency services and transportation system to the bombings is considered the city's most comprehensive and complex response ever to a terrorist attack.
